Solutions (System) Requirements (or specifications) are what developers use to build the system. These are the traditional “shall” statements that describe what the system “shall do”. System Requirements are classified as either functional (what the system will do) or non functional requirements (qualities of the system).

Here is an example of functional Solutions Requirements that were created for the Ontario Ministry of Finance as part of the initiative that would eventually bring the HST to Ontario.
