Too many IT departments follow what would best be described as a “just trying to keep the lights on” strategy. From a COBIT model perspective, these low functioning Level 0 and 1 organizations are driven by chaos. COBIT level 4 and 5 IT departments are high functioning, value adding departments that drive their organization’s competitive advantage.

What all COBIT Level 4 and 5 organizations have in common are well documented processes and procedures, established training, and a DMAIC based system of continuous improvement.

The following is a COBIT Level 5 framework for operationalizing an IT department.
